Russian-Netherlands joint project «Legislative tools for green construction»
In the framework of the Dutch Ministry of Economic Affairs, Agriculture and Innovation program «Government to Government (G2G)»

Project objective:
Provides guidance on the introduction of legislative tools and economic drivers to stimulate green (energy efficient and sustainable) construction in Russia, and to make Russian regional authorities and businesses acquainted with relevant Dutch approaches and technologies in the field of green construction.

Tools and mechanisms proposed for exchanges:

1. Sustainable Public Procurement. Minimum sustainability criteria used by authorities in the Terms of Reference and procurement decisions;
2. GreenCalc and contractor/bids evaluation systems; “Most Economically Advantageous Tender”.
3. GPR + extended GPR (with environment, accessibility, etc.) – system of eco-assessment of buildings
4. Energy Performance Certificate (comparison with the certificates used in Russia). Energy certification of buildings in the Netherlands was performed in 1995-2008. Certificate is obligatory for the real estate deals.

The project activities and events are organized and coordinated by the Guild of Property Managers and Developers.

Start of the project: June 1, 2011, finish – September 30, 2012

In the framework of the project we are publishing the Dutch tools for green construction.
These criteria for Sustainable Public Procurement were developed by NL Agency at the request of the Ministry of Housing, Spatial Planning and the Environment (VROM). Criteria are the governmental tool for stimulating green construction. They are in the inventory of instruments used for introducing the EU Directive on Energy Performance of Buildings (EPBD).


Cradle 2 Cradle concept
The aim of the Cradle to Cradle concept is to improve the quality of buildings and products so that they have an improved consumer quality for the user, pose no health risk for anyone who lives or works in them or comes into contact with them are of economic, cultural and ecological benefit.
