First meeting of the cycle “Public dialogue – the way to city’s development” was organized by the Worldwide Petersburgers Club and the Guild of Property Managers and Developers. The leaders of business and cultural elite got together to establish productive exchanges aimed at the balanced development of the city and public consensus.

“Today we are witnessing an interesting phenomenon. Additionally to its two main players, the state and business, the property market has acquired a new actor, the public. As a nongovernmental organization the Worldwide Petersburgers Club is seeking a constructive dialogue with market players – said Mikhail Piotrovsky, the State Hermitage Director, – I am sure that the interaction of the Worldwide Petersburgers Club and the Guild of Property Managers and Developers will form the public awareness about the preservation of the good name of the city as the basis for any business. By joint efforts we can reduce the threat of poor-quality development of St. Petersburg”.

In the opinion of Vyacheslav Semenenko, Chairman of St. Petersburg Construction Committee and GMD Vice-President, the conflict-generating discussions obstruct the constructive dialogue. “The city needs investment for development. One ruble of state investment should attract no less than three private rubles. For that the distinct parameters and clear rules of the game are necessary. The city has planned about 40 integrated development projects, many of them with future communities of 40-60 thousands. It will take centuries to correct mistakes made in such projects. The city authorities shall consider concrete and well-grounded proposals”.

On the other hand, the business is sure that the current legislation needs to be updated, and the Urban Council under the Governor of St. Petersburg has to be modernized. Market practitioners – developers, builders, architects have to be added to it.

Participants of the discussion have agreed about regular meetings. Next ones will be dedicated to themes of highest priority for the city: urban strategy until 2020, development possibilities and the preservation of historical and cultural heritage, requirements to the modern urban environment, public dialogue aimed at the sustainable development of St. Petersburg.
